Technical Assistance and Training on ESM for PCBs
The Philippines is committed to protecting human health and the environment from Persistent Organic Pollutants (POPs). This was manifested when the Philippine Senate ratified the Stockholm Convention on POPs. Since then, the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR) has initiated several activities toward this end. The World Bank-funded Integrated POPs (IPOPs) Management Project is one of these initiatives.
The TECHNICAL ASSISTANCE AND TRAINING ON THE IMPLEMENTATION AND MONITORING OF ENVIRONMENTALLY SOUND MANAGEMENT OF PCBs is part of the IPOPs Project that aims to strengthen the DENR-EMB oversight and improve the onsite management practices of PCB owners.
The expected outcome of this Project, which is consistent with the IPOPs Project from which it stems, is the improved protection of both human health and the environment from harmful POPs including PCBs. To achieve this, the PCB Management Project has set contributory objectives, summarized as follows:
• Completion of the National Inventory of PCBs and Enhanced Public Awareness through IEC Campaigns
• Implementation of PCB Management through Trainings and Direct Technical Assistance to the PCB Owners
• Strengthening Monitoring and Enforcement of PCB Management by DENR-EMB, its partner agencies such as the National Electrification Administration (NEA), and through the establishment of Regional PCB Monitoring Networks (RPMN)
• Development of Action Plans to address PCBs that cannot be handled by the Non-Combustion Destruction Facility and those remaining PCBs that cannot meet the March 2014 Deadline
