The TG on PCB Management has been signed
EMB Memorandum Circular (MC) No. 2015-007, titled "Technical Guidance Document on PCB Management", was signed on May 28, 2015. The MC was drafted in order to supplement the country's PCB management directives as laid out by DAO 2004-01: Chemical Control Order (CCO) for PCBs, EMB MC 2015-004: Clarifications to the CCO for PCBs, and DAO 2013-22: Revised Procedures and Standards for the Management of Hazardous Wastes (revising DAO 2004-36).

The Technical Guidance Document serves as a general guide to the management of PCB-containing equipment, and provides essential technical information contributory to the successful implementation of the PCB Management Plan. Specifically, the Technical Guidance Document covers the following PCB management processes:

*Registration
*Identification
*Inventory
*Handling, storage, and transport
*Environmentally sound treatment and disposal
*Health and safety
*Emergency preparedness and response
*Personnel training
*Preparation of PCB Management Plan

In essence, the Technical Guidance Document equips PCB owners, as well as other personnel likely to handle PCB equipment, with the necessary skillset to ensure the proper management and eventual disposal of PCB containing equipment in an environmentally sound manner. On the grounds of its importance, PCB owners are advised to maintain a copy of the Guidance Document in their places of operation.
